Hi Nick, Looking at the plans I don’t foresee any significant issues regarding air quality during this development. A basic risk assessment will be sufficient detailing the activities during the construction phase which could cause dust to escape and have an impact on the residents who live near the proposed development and then any mitigation measures that will be used to reduce the risks of exposure to dust will be adequate. Also include likely timeframes on work which may produce dust that has the potential to impact residents, and that should be adequate. Is a noise assessment also required? If you have any questions let me know. Hi Nick, Further to your e-mail below and attached documents, firstly please accept my apologises for not getting back to you sooner. There are 2 elements to an air quality assessment, these being: Construction Phase – this assessment considers the impact of construction phase activities on emissions (i.e. mainly dust) Operational Phase – this assessment considers the impact on emissions of from additional traffic etc., once the site is operational. As your proposed scheme is shared a cycleway, there will be no increased traffic and associated emissions, so an operational phase assessment is not required (assuming of course that a shared cycleway is shared between cyclists and pedestrians only). As the cycleway should assist with modal shift from the car to active travel for the new residential developments on Lee Lane, Royston, I am willing to comment at planning application stage that I am supportive of the application on operational phase air quality grounds due to the emission reduction potential of the scheme. I expect a construction phase assessment will however be required, and I have copied my colleague Adam Cattell (District Environmental Health Officer) into this e-mail response, as he should be able to advise you better on the requirements of this assessment. Hi Chris, As briefly discussed, a proposed shared cycleway is proposed for the dismantled railway between A61/Bar Lane and Lee Lane (see working area site boundary and outline proposal, attached). The scheme includes a 3m width formalised shared cycleway and includes a SuDS swale. This part of the wider scheme (a new shared cycleway route between Barnsley town centre and Royston) will require planning permission, which is to include an air quality assessment, in accordance with section 2 of the local validation requirements, attached. Can you provide guidance regarding the evidence / reporting we should be producing for such an assessment in this area? Get back to me if you require any further information or assistance. Much appreciated. Nick Mobile: 07808819381 Nick Fovargue Engineer Highways Design Regeneration and Culture Barnsley Metropolitan Borough Council
